There was a couple of things that made the character more human that weren´t used. I can´t remember exactly what the scenes were, I just remember wondering why they wern´t in.
SCENE: GRAVEYARD DREAM
Suffering from his dismantling at Cain and company´s hands, RoboCop has delusions of visiting Murphy´s gravesite.
Why was it cut?
Kershner deleted the sequence on the grounds that the tombstones created by the props department were
overly fake-looking.

SCENE: CAIN THE HIPPIE
In this scene Cain and Angie can be seen doing some sort of meditation ritual.
Unfortunatly, scenes like these which fleshed out Cain´s hippie characteristics were left on the cutting room floor.
Why was it cut?
Most likely Kershner felt the scene wasn't necessary and as such was cut to shorten the movie.

SCENE: CAIN MEETS DR FAXX
Another scene gone is Cain and Angie´s initial meeting with Dr.Faxx to discuss robotics-thus planting the seed for the most likely candidate to donate to Robocop 2´s construction.
Cain confronts a Robocop mock-up in the OCP´s reception area. This room also contained several other Robo prototypes that went unseen.
Why was it cut?
This is one of the longer scenes to be cut and was probably removed to reduce the lenght of the movie.

SCENE: ANGRY STOREKEEPER
The store keeper, who got robbed by the baseball team kids, gets very angry that RoboCop let them get away. -"They wrecked my shop and you give them a lecture, you metal bastard."
The messed up robo lifts him by the troat and says a few words about the storekeepers "harch value judgement" then drops him on the floor.
This scene can be found in the official RoboCop2 comic adaption.
Why was it cut?
Cut to reduce the lenght of the movie.

SCENE: CAIN IS ROBOCOP2
Also deleted is a scene where robo finds out that it is Cain inside the RoboCop2 cyborg. He interfaces with Dr Faxx´s computer and goes thru her files.
RoboCop "They feed him Nuke, who is he?"
Why was it cut?
Director Irvin Kershner figured a simple "it was Cain" line made by the dying Hob would work just as well.

SCENE: FULLSIZE ED209
The fullsize Ed-209 was protecting the OCP building and it went haywire flipped over and started doing its kicking and screaming thing. This of course can be seen in the media break at the beginning of RoboCop 2.
You can actually see the fullsize ED-209 in RoboCop2 if you look carefully. See picture two for proof.
Why was it cut?
This scene was not finished, it was made towards the end of production and they just ran out of time.

In my opinion i don't think anything is missing from the film. Movies has to be brought in on a certain timelimit and generally in a action film character will suffer.
